SAMUEL HINES

VIEW SPECIAL OPERATIONS

Samuel Hines began his career with the Memphis Police Department on September 30, 1991, as a Police Recruit in the Memphis Police Academy. Upon completing basic training on February 15, 1992, he was commissioned as a Police Officer and assigned to Uniform Patrol at the South Precinct. His other assignments included the Organized Crime Unit, where he helped form the first gang unit, GRIT (Gang Response and Intervention Team), and as an instructor at the Firearms Training Unit. He completed TACT school in 1995 and was assigned to the unit in 1998 as a member of the Entry and Assault Team.

In 2000, he was promoted to Sergeant, where he worked as an investigator before returning to the Firearms Training Unit. He was later part of the Mayor’s Dignitary Protection Team, where he was promoted to Lieutenant.

From 2004 to 2005, Hines served in Iraq and was awarded a Bronze Star.

As a Major, Hines was assigned the TACT unit Commander.

In 2012, he attended the 248th session of the FBI National Academy.

In 2014, he was assigned as the Assistant Commander of Traffic & Special Operations.

In 2016, he was promoted to Colonel. He served as the commander of Mt. Moriah Station and Traffic & Special Operations.

In 2019, he was promoted to Deputy Chief of Uniform Patrol District 1 and later, in 2022, served as Chief of Uniform Patrol District 1&2. In 2024, he was assigned as the Deputy Chief of Special Operations.

Deputy Chief Hines has a Bachelor of Science Degree from Alabama A&M University, an MBA from Christian Brothers University, and a retired Lieutenant Colonel of the TN Army National Guard with 28 years of service.

Deputy Chief Hines has over 33 years of service with the Memphis Police Department.
