Investigations



The Investigative Services branch of the Memphis Police Department is responsible for thoroughly reviewing the details surrounding every crime committed in Memphis. Investigative Services works closely with all branches of the Memphis Police Department and other law enforcement agencies to solve crime.

Investigative Services is comprised of Crimes Against Persons and Crimes Against Property investigative bureaus, Felony Response and Crime Scene Investigation.

Crimes Against Persons bureaus handle homicides, sexual assaults, and crimes of an immediate personal nature.

Domestic Violence Bureau (DV) handles all assault related incidents involving domestic violence, including Burglary DV.  

D.V.P.O.T
(Domestic Violence Protection Order Team) investigates violations of orders of protection, prepare warrants for the arrest of offenders, and coordinate with Pre-trial Services, Shelby County Sheriff’s Officer, and the Shelby County District Attorney General’s Office. 

D.A.R.T.
(Domestic Assault Response Team), a pilot program, was implemented to reduce the number of domestic assaults by conducting investigative follow-up to simple (non-felony) DV assault cases. The DV Bureau works closely with the Citizens Dispute Office.

In 2007, the DV Bureau reviewed 20,387 cases, which included 3,087 aggravated assaults and 17,300 simple assaults. The DV Bureau arrested 4,119 individuals in 2007- 3,504 adults and 615 juveniles.


Felony Assault Unit (formed in August of 2005 to aggressively investigate aggravated assaults in the same manner as homicides) handles aggravated assaults except for those domestic in nature and kidnapping/abductions which are not for ransom or custodial in nature.  In 2007, Felony Assault investigated 3,453 aggravated assaults and cleared 65.3% of those cases.


Homicide Bureau handles all deaths (homicides, suicides, natural, accidental) regardless of the nature and kidnapping/abductions for ransom. In 2007, Memphis recorded 164 total homicides (132 criminal homicides) compared to 160 (149 criminal homicides) in 2006. The Homicide Bureau was able to clear 80.3% (well above the national average of 62.6%) of all homicides in 2007. Additionally, Homicide made 155 arrests and investigated 2,528 cases.


Missing Persons Bureau handles all investigations involving the disappearance of all adults and juveniles, including runaways, occurring within the jurisdiction of Memphis Police Department. During 2007, Missing Persons investigators handled 4,263 cases. Of those cases, 1,352 were missing persons and 2,825 were runaways.


Robbery Bureau handles all individual robberies (including delivery drivers), purse snatches and extortion/blackmail. The Robbery Bureau showed an overall decrease of 2.07% (89 less cases) when comparing 2007 (4,331) with 2006 (4,420). The 2007 clearance rate for the Robbery Bureau was 23.0%.


Safe Streets Task Force handles all business robberies (including banks) and carjackings. This unit is directly responsible for the lowering of the crime rates in bank robberies, business robberies, and carjackings. The success of this unit has allowed it to become a model for Federal Task Force operations around the country.

Safe Streets Task Force handled 1,038 cases which, includes 638 business robberies and 400 carjackings. The unit cleared 295 business robberies (46.2%) and 134 carjackings (33.5%). During 2007, Safe Streets Task Force handled 12 Bank robberies and cleared 7 for a 58.3% clearance rate.


Sex Crimes/Juvenile Abuse Bureau handles all sex related offenses, all types of child abuse and neglect, custodial interference, stalking, exhibitionist and peeping toms. It is one bureau with two separate locations and operates different hours.


Sex Crimes (located at 201 Poplar Avenue – Suite 1123, 901.545.5330; investigators work 8am -4pm, 7 days a week, with rotating days off) investigates adult cases, both male and female that are 13 years old and older, where the perpetrator is not a parent, guardian, and/or in custodial care of the victim.


Sex Offender Registry  Sex Crimes is responsible for entering data on sexual offenders in the Sex Offender Registry (S.O.R.) and for verification, identification, and enforcement.

In 2007, Sex Crimes reviewed 1,270 cases which included 397 rapes with a 56% clearance rate. The Sex Offender Registry handled 1,933 individuals during 2007. 

The Memphis Police Department’s Sexual Offender Registry can be viewed through the MPD's Cyberwatch site and other websites. Please be aware of offenders in your area.

Juvenile Abuse investigates complaints involving victims 13 years to 17 years old, and when the perpetrator is a parent, guardian, and/or in custodial care of the victim.

This unit is located at the Child Advocacy Center (1085 Poplar Avenue, 901.525.2377) and the investigators work 8am – 4pm, Monday – Friday.

The Child Advocacy Center also houses the Child Protection Investigation Team (CPIT) and Forensic Interviewers, Assistant District Attorney Generals and law enforcement personnel.

In 2007, Juvenile Abuse reviewed 395 cases which included 70 rapes with a 97% clearance rate.


Crimes Against Property bureaus handles burglary, vehicle theft, larceny and incidents where property theft is the principal crime involved.

Burglary Bureau handles all residential, business, and non-residential burglaries.  Burglary monitors all Pawn Shops, Junk, and Scrap Metal Dealers in the city.

The Burglary Bureau handled 14,858 burglaries and made 1,269 arrests during 2007. The clearance rate for the Unit's total caseload was 10.07%.


Economic Crimes Bureau handles individuals and groups engaged and participating in criminal conduct involving forgery, check fraud, use of access devices (checks, credit and debit cards), counterfeiting access devices (checks, credit and debit cards, skimming and re-encoding), counterfeit audio cassette tapes, video tapes, CDs and DVDs, counterfeit clothing and trademarks, embezzlement, impersonation, elder financial crimes, identity theft, computer and internet crimes, insurance and estate frauds.

In 2007, investigators handled 7,050 cases, made 423 arrests and cleared 846 cases for a 12% clearance rate.


General Assignment Bureau handles simple assault offenses (except those classified as domestic violence or child abuse), accidental injuries, animal injuries, bribery, escapees, intimation, pocket-pickings, shopliftings, suspicious persons, theft from coin operated machines/devices, threatening/obscene/harassing phone calls, vandalisms, weapon law violations, and stolen property offenses for which the property reported stolen in the original report was assigned to General Assignment. Investigators assigned to General Assignment Bureau handle walk-in complaints and works in conjunction with the Citizens Dispute Office.

In 2007, GAB handled 5 aggravated and 6,693 simple assaults, 6,807 shopliftings, 10,652 vandalisms, 4,932 intimidations, and 5,459 miscellaneous offenses.


Vehicle Theft Bureau handles thefts of any vehicle whose primary purpose is to transport people and thefts of property from any motorized vehicle licensed for use on roadways. Vehicle Theft also handles the theft of motorized construction /farm equipment capable of propulsion by land and the theft of watercraft.

During 2007, the Vehicle Theft Bureau handled 21,807 complaints and made 1,213 arrests. Of those arrested, 1,016 were adults and 197 were juveniles. The vehicle recovery rate for 2007 was 69.7%. The vehicle theft clearance rate was 23% in 2007.


Support Units:

Felony Response handles preliminary investigations of all types of crime classifications (murder, aggravated assault, sexual assault, robbery, burglary, larceny, fraud, motor vehicle theft, etc.) between 4pm and 8am.

In 2007, Felony Response handled 4,506 calls and made 2,773 arrests.


Crime Scene Investigation (CSI) is a 24 hour/7 days a week citywide operation.  CSI processes and secures evidence at the scene of major crimes. The officers collect and preserve physical evidence and record each scene with the use of photographs, crime scene sketches, charts, maps, evidence inventories, and detailed descriptive reports.  CSI is comprised of commissioned police officers, latent fingerprint technicians, and latent print examiners, all who are equally important in carrying out the responsibilities of the unit.

In 2007, officers and employees assigned to this unit responded to 5,197 calls for service, took 84,952 photographs, made 1,824 evidence inventories, lifted 10,376 latent fingerprints and compared 75,383 latent fingerprints.
